Legislative Initiatives

The duration of social benefits for job loss will be reduced from 2027

New rules for assigning social benefits in the event of job loss will come into effect in Kazakhstan on 1 January 2027. The maximum benefit period will be reduced from six months to three, depending on how long an individual has participated in the mandatory social insurance system. If social contributions have been made for 6 to 12 months, benefits will be paid for one month; for 12 to 24 months, for two months; and for 24 months or more, for three months.

The maximum benefit amount will not exceed 45% of seven times the minimum wage. Repeat benefits will be available no earlier than 12 calendar months after the month in which the previous payment was received. Benefits assigned before 1 January 2027 will remain subject to the previous terms until the end of the established payment period.

Analysis and Statistics

Digital transformation is becoming one of the key drivers of third-sector development.

Modern NGOs should make use of:

  • social media;

  • digital platforms;

  • online surveys;

  • electronic databases;

  • digital fundraising;

  • artificial intelligence;

  • analytical tools;

  • online education;

  • digital services for beneficiaries.

The development of a unified digital ecosystem for NGOs is particularly promising. Such a system could provide a clear overview of the following chain:

organization → competencies → projects → funding → results → social impact.

This would enable the government and businesses to select partners based not only on formal registration but also on their actual effectiveness.
