The Regional Forum of the Zhetysu Region
The city of Taldykorgan hosted a forum on the topic of "Issues and Prospects of Local Self-Government" as part of the Zhetysu regional forum. Delegations from various regions, including Aktobe, Mangystau, Turkestan, Almaty, and Pavlodar regions, as well as representatives from the city of Shymkent, were present at the forum. The forum was also attended by the leaders of the Civil Alliance, representatives of non-governmental organizations, and government structures.
During the forum, various relevant topics related to the development of local self-government were discussed. The participants actively debated and developed recommendations for addressing existing problems and determining future directions of development. Special attention was given to improving the effectiveness of the work of local self-government bodies and strengthening their role in solving socio-economic problems in the region.
This forum was the first of 20 planned forums that will cover all regions.
At the end of the forum, the baton was passed to the city of Almaty.
Results of the Forum
During the Forum, participants formulated the following sentences and recommendations:
To the Akimat of Zhetysu Region:
Expand the representation of civil organizations in advisory bodies created by the MIU of the region and enhance the transparency and public visibility of their activities.
Strengthen the interaction of regional administrations and departments with relevant NGOs for local self-government development through state social order competitions and various grant programs.
Collaborate with the Chamber of Entrepreneurs of NPP "Atameken" to combine resources, efforts, and knowledge in creating a special platform where business and the non-profit sector can meet, gain practical skills, and turn social ideas into full-fledged business projects for entrepreneurship development.
Provide assistance to rural akimats in preparing civic activists and conduct training with the involvement of non-governmental organizations.
To the District and City Akimats of Zhetysu Region:
Activate the involvement of public associations in addressing local issues, including discussions on projects and programs for socio-economic development and the local budget.
Initiate and develop competitions for socially significant projects in rural areas and major population centers with the involvement of the business community.
Promote the development of media space for youth NGOs, create new platforms and channels for disseminating information about youth volunteer initiatives, including promoting legal literacy.
For Public Councils:
Intensify efforts to improve mechanisms of public control, considering the specificity of respective regions.
Organize platforms for sharing experiences among members of Public Councils and NGOs involved in public control, as well as for local executive bodies and local self-government.
Promote legal education for the population, including the use of public control tools, through institutions of additional professional education and training for employees and volunteers of socially oriented NGOs.
To the Civil Alliance of Zhetysu Region:
Activate the activities of NGOs in implementing socially significant programs and projects at the regional level, using digital technologies to promote social projects.
Increase efforts to enter the media space, television formats, internet resources, and create original content for dissemination in the media and social networks.
Organize regular webinars for non-profit organizations on changes in legislation in the field of NGO development, preparation of various types of reporting, intensive practical training on marketing, fundraising, effective leadership, etc.
To inform the wider public and promote the solutions and recommendations developed at the Forum, participants are recommended to use available information dissemination opportunities and contribute to the integration of Forum results into the activities of local executive bodies, local self-government, non-profit organizations, public councils, media, and business communities.
Participants express confidence that state structures, NGOs, and businesses will continue to consolidate Kazakhstan's civil society, promoting open dialogue between society and the state in the interests of the people of Kazakhstan.
