The draft of the new Constitution of the Republic of Kazakhstan has been submitted for public discussion.
The document provides for strengthening the role of the state, where human life and dignity are recognized as the highest value, and family, motherhood, and childhood are protected by the state.
The draft emphasizes the priority of human rights and freedoms, aimed at strengthening trust between the state and society.
It proposes the creation of a unicameral parliament — the Kurultai — as well as a national platform for public dialogue, the “People’s Council of Kazakhstan,” designed to expand citizen participation in shaping state policy and legislation.
Special attention is given to education, science, culture, and innovation as key areas for the country’s development and investment in the future.
For the first time, the Constitution comprehensively reflects fundamental rights such as the right to life, equality before the law, prohibition of discrimination, and equal access to education, healthcare, labor, and social protection.
The draft Constitution reflects modern values and is proposed for broad public discussion.
