An important part of the Study Tour program was a meeting with representatives of the Ministry of Culture and Information of the Republic of Kazakhstan. The meeting took place at the building of the JSC “Institute of Public Development,” where the ministry’s work in supporting civil society, developing legal acts, and state information policy was presented.
The meeting was attended by Eldar Kaysaruly Saparov, Deputy Chair of the Committee on Civil Society Affairs. The Mangystau delegation received detailed explanations on the following topics:

Grant funding system: new requirements, priority areas, and available opportunities for NGOs;

Law on Public Councils: powers, competencies, accountability, and mechanisms for cooperation with state bodies;

Law on Charity: promoting corporate and private charity, supporting social programs;

State social order: procedures for conducting competitions, monitoring, reporting, and evaluating effectiveness;

Role of public councils in regional development: rights and responsibilities, ways to establish feedback with citizens.
This meeting allowed the delegation members to gain a deeper understanding of civil society operations, state support mechanisms, and the role of public councils.
