Mangystau Region
In June 2024, a monitoring was conducted in the village of Ömirzaq, Mangystau region, regarding the execution of a state landscaping contract.
The check was prompted by local residents’ complaints and doubts about the efficient use of budget funds.
The contract, totaling 2.7 million KZT, was concluded with the public association of disabled persons “AL-MAT MANGYSTAU.” According to the document, the contractor was obligated to plant 50 thuja trees, sow flowers on 100 m² of land, and provide maintenance for all green areas. However, in reality — there is an official report but no tangible results.
Monitoring results:
– Only 20 out of 50 trees were planted within the school grounds and survived. They received partial maintenance.
– The remaining 30 trees dried out due to lack of watering and systematic care.
– Flowers were planted, but the area does not meet the specified 100 m², and care stopped shortly after planting.
Key issues identified:

Lack of systematic care. Watering, fertilizing, seasonal work were either not carried out or done sporadically.

Plant death. Estimated damage — 900,000 KZT.

Lack of specialists. There is no person responsible for landscaping in the Ömirzaq village administration.

Low priority. According to administration representatives, trees suffer from vandalism and domestic animals, so landscaping is not a priority.

Annual one-time flower planting. Repeated expenditures lead to short-term results and do not create sustainable green infrastructure.
Monitoring conclusions:
– The contract was only partially fulfilled. On paper everything is fine, but in reality — it is not.
– Funds were spent, but no tangible result is visible.
– Without specialists, oversight, and political will, such projects have no future.
– If landscaping is treated as a mere “reporting” formality, stable green infrastructure in the village will never form.
This is not just a contract failure — it is a collapse of the approach to landscaping principles.
