Civil Forum on “The Role of Civil Society in Rural Development”

Within the forum, sectional sessions were held in the villages of Nagi Ilyasov and Besaryk in Sirdarya district. Participants discussed solutions to social issues in rural areas, improving residents’ quality of life, and involving NGOs in public oversight. The new draft law on NGOs was also reviewed, and relevant recommendations were adopted.

• It is widely known that a new draft law on NGOs is being discussed in Kazakhstan. Its adoption will change the legal status and reporting procedures for NGOs.
• Since 2018, the “fourth-level budget” has been legislatively introduced in Kazakhstan, ensuring institutional stability of local communities and increasing government responsibility for territorial development.
• Recent national and global developments necessitate a review of approaches to supporting civil society. Civil society institutions play a key role in promoting unity, social cohesion, sustainable development, and collaboration among diverse social groups.

The issues of civil society development and local initiatives were discussed in two sectional sessions.
