Today, we present the project of the Center for Research and Consulting “KAMEDA” — “Effectiveness and Transparency of the State Grants Mechanism for NGOs.”

The project aims to conduct an independent public evaluation of the state grants system, which plays an important role in supporting civil society initiatives.

Why is this important?
According to NGO representatives and the expert community, there are currently several issues:
— a gap between regulatory requirements and the practice of grant implementation;
— difficulties in applying project evaluation criteria;
— insufficient transparency and systematic monitoring and evaluation.

The project will allow an independent assessment of the grant support mechanism and develop practical recommendations for its improvement.

The public evaluation will include:
• desk analysis and methodology development;
• collection of quantitative data among NGOs and beneficiaries;
• survey of grant support operator staff;
• interviews with grant commission experts and government representatives;
• preparation of an analytical report and a package of recommendations.

Expected outcomes of the project:
— increase transparency, efficiency, and trust in the procedures of selection, monitoring, and evaluation of state grants;
— strengthen interaction between the state and civil society.

The project is implemented with the support of the “ZUBR” Consulting Center and the NGO “Civil Alliance of Kostanay Region ‘GrIn’” within the framework of European Union funding.
