The project “Public Evaluation of the Quality of Social Services” is aimed at assessing the effectiveness of crisis centers for victims of domestic violence during the transition to licensing (2025–2026).

The project is implemented by the NGOs “Women's Ray” and “Jana urpaq STEP.”

Why is this important?
According to the project, only 9–14% of victims recognize their experience as violence, 30% do not consider total control as abuse, and some respondents completely deny physical aggression.
This means the problem often remains hidden, and formal compliance with standards is insufficient.

What does the project do?
An independent public evaluation is conducted, including:
— audit of the infrastructure and documentation of crisis centers;
— interviews with staff;
— trauma-informed surveys of service recipients;
— analysis and preparation of recommendations.

Within the project:

  • 5 crisis centers will undergo a full audit;
  • more than 150 service recipients will be surveyed;
  • over 20 recommendations will be developed;
  • results will be presented at a national roundtable.

Expected impact: improving the quality and safety of services, reducing the risk of repeated violence, and strengthening dialogue between NGOs and the state.

The project is implemented with the support of the ZUBR Consulting Center and the NGO “Civil Alliance of Kostanay Region ‘GrIn’” within the framework of European Union funding.
