On March 12–13, 2025, a seminar titled “Public Expertise Technologies” was held in Astana as part of the first stage of training for members of the Republican Coalition of NGOs “Public Control”, leaders of leading NGOs, and the expert community, with the participation of a representative of the Committee for Civil Society Affairs of the Ministry of Culture and Information of the Republic of Kazakhstan.

The event was opened by Johannes Baur, Head of Cooperation at the Delegation of the European Union to Kazakhstan, who presented information on current priorities and the role of the project “Dialogue between Civil Society and Government – a Path to High Quality of Life”, implemented by the ZUBR Consulting Center in partnership with the NGO “Civil Alliance of Kostanay Region ‘GrIn’” with financial support from the European Union.

The ZUBR Consulting Center presented the results of the project for 2024 and plans for 2025, providing a detailed overview of the Coalition’s initiatives and their current status.

As part of the seminar, an analysis of legislation in the field of public oversight was conducted. Participants identified logical and methodological inconsistencies in the terms “public control,” “public monitoring,” and “public expertise” used in various legal acts. Special attention was given to existing gaps in the legislation, which participants expressed readiness to address.

Members of the project team presented a draft methodology for public expertise assessing the impact of government social measures on the quality of life of different social groups. Key sections of the methodology, including the core features of public expertise, roles of participants, and approaches to selecting methods, were highlighted for further development in collaboration with Coalition members during the next stages of the project.
