Speakers at the meeting included:

  • Daniya Salimbayevna Kydyrbayeva — Head of the Civil Alliance of Zhetysu Region
  • Zhanat Yerkhanovna Tulemisova — Head of the Civil Center for NGOs of Zhetysu Region

Zhanat Tulemisova provided detailed information on:

  • recent legislative changes in Kazakhstan affecting NGO activities
  • current national grants
  • the NGO Award and innovations in state social procurement
  • the establishment of expert councils involving NGO representatives

Special attention was given to the update of Article 10 of the Law “On Public Associations” — now only three founders are required to establish a public association. This change is linked to the introduction of universal income declaration starting from 2026, under which heads of public associations will be responsible for the reporting of founders and their spouses.

Participants were also reminded of the importance of submitting reports via the digital platform Esep.govtec.kz.

As part of the event, individual consultations were held, and participants received comprehensive answers to all their questions.

The Civil Center for NGOs is ready to provide daily consultations on all NGO-related issues, as well as assist in preparing grant applications and participation in state social procurement.

We express our gratitude to Nurzhamal Abdrakhmanovna Shokhanova, Head of the Internal Policy Department of Tekeli, and her team for the excellent organization of the meeting.

Thank you to all participants for their active civic engagement and contribution to the development of the NGO sector!
