We carefully examined the technical specification for the lot
“Development of the Regional Civic Resource Center for NGOs and Implementation of Small Grants for Rural NGOs,” published by the Department of Information and Public Development of Pavlodar Region.
The topic is important: support for NGOs, especially rural ones, is genuinely needed.
However, the content of the technical specification raises serious concerns:
- inflated and formal indicators;
- image-focused expenses unrelated to the real purpose of the state social order;
- insufficient specifics on results and impact for the population.
We believe it is important to discuss this publicly because a state social order is not about flashy events or ceremonial activities.
It is about results, quality of services, trust, and real support for civil society.
- Discussions about SSOs should focus on purpose and benefit, not imitation of activity.
- Budget funds come with responsibility.
