Kazbek Nursseitovich Dautaliyev, Chairman of the Public Council of Almaty Region, Doctor of Law, and Professor, participated in the National Kurultai held in Kyzylorda and shared his views on the significance of the meeting and the initiatives adopted.

“I consider the 5th meeting of the National Kurultai in Kyzylorda to be an important milestone in Kazakhstan’s history.

Firstly, the Kurultai sessions were held across five major historical and sacred regions — Ulytau, Turkestan, Atyrau, Burabay, and Kyzylorda. During this period, the Head of State established direct communication with the public, listened to opinions, and consolidated proposals. As a result, a number of significant and large-scale decisions are now being made.

For instance, the constitutional reforms of 2022 introduced substantial changes to the institution of Parliament. Today, we have objectively moved toward forming a unicameral Parliament. The main contours of this model were outlined during the Kurultai. The President noted that Parliament should consist of 145 deputies with a high professional level, and that the number of standing committees should not exceed eight. Additionally, the preservation of quotas for youth and persons with disabilities in party lists remains an important issue. All these measures are aimed at implementing the principle of a “Just Kazakhstan.”

The Head of State also pointed out certain shortcomings in the current Constitution and emphasized the need to address them. The core principles of the New Kazakhstan must be clearly reflected in the Constitution. In this regard, it was proposed to introduce a special section defining the historical continuity of statehood and civilization in the Kazakh steppe. These initiatives will strengthen the cultural and ideological foundation of society and contribute to long-term stability.

Another important initiative is the introduction of the Vice President institution. In a presidential system, ensuring continuity of governance is crucial. In cases where the President is temporarily unable to perform duties, the state must not be left without leadership. In this context, the proposal is timely and justified.

Furthermore, the President proposed combining the experience of the National Kurultai and the Assembly of the People of Kazakhstan by establishing the Council of the People of Kazakhstan. The Council will consist of 126 members: 42 from ethnocultural associations, 42 from maslikhats and public councils, and the rest from civil society, NGOs, and other public sector representatives. The status of this body will be defined by a constitutional law. Despite being advisory, it will be granted the right of legislative initiative.

This represents a fundamentally new and important direction. Previously, the Assembly of the People of Kazakhstan was limited to a quota of five депутатов, whereas now the inclusion of 42 representatives from ethnocultural associations will significantly expand their participation in the legislative process.

Overall, I believe these initiatives will elevate Kazakhstan to a new level of development and give fresh momentum to socio-political reforms,” he stated.
