Kyzylorda Region
The NGO Alliance of the Kyzylorda region launched the “Quraq” action program and held a meaningful meeting with members of the local community in the village of Kyzylzharma.
Chairperson of the Civil Alliance, Anar Zharylkassynkyzy, provided a detailed explanation to active residents about the importance of the 4th-level budget for rural development and outlined the legal framework of local community activities. It was also emphasized that citizen participation in decision-making helps identify the real needs of the village and ensures efficient and transparent use of funds.
Head of the Department of the State Revenue Office, Mustafayev Darkhan Bolatuly, noted that the mechanisms of the 4th-level budget enhance the financial independence of local self-government. He also highlighted that tax revenues from small and medium-sized businesses operating in the village remain in the local budget and are used for the development of the settlement.
During the meeting, several important issues were clarified for residents:
– the difference between Public Councils and local communities was explained: Public Councils serve as advisory bodies, while local communities are decision-making structures with direct participation of residents;
– specific examples were provided showing that certain types of taxes from small businesses (property, land, transport, and part of income tax) are allocated to the 4th-level budget and used for local needs;
– the procedure for holding local community meetings was explained, emphasizing transparency, openness, active participation of residents, and consideration of proposals and opinions.
At the end of the meeting, participants shared their views and proposals for the development of the village. It was noted that such meetings increase civic responsibility and give momentum to joint rural development.
