The NGO Alliance of the Kyzylorda region launched the “Quraq” action program and held a meaningful meeting today with members of the local community in the village of Kyzylzharma.

The Chairperson of the Civil Alliance, Anar Zharylkassynkyzy, provided a detailed explanation to active village residents about the importance of the fourth-level budget for rural development and outlined the legal foundations of local community activities. She emphasized that citizens’ participation in decision-making processes helps identify the real needs of the village and ensures effective and transparent use of financial resources.

Darkhan Mustafayev, Head of Department at the State Revenue Administration, noted that the mechanisms of the fourth-level budget contribute to strengthening the financial independence of local self-government. He also highlighted that tax revenues from small and medium-sized businesses operating within the village remain in the local budget and are directed toward the development of the settlement.

During the meeting, several important issues were explained to residents:
– The difference between a Public Council and a local community was clarified: while the Public Council is a consultative and advisory body, the local community is a structure that operates with direct participation of residents and has decision-making authority.
– Specific examples were provided showing that certain types of taxes from small businesses (property, land, transport, and part of personal income tax) are allocated to the fourth-level budget and used for village needs.
– The procedure for holding local community meetings was explained, emphasizing the importance of openness, transparency, active participation of residents, and consideration of their proposals and opinions.

At the end of the meeting, participants shared their views and put forward proposals for the development of the village. It was noted that such meetings increase the responsibility of local residents and contribute to the joint development of rural areas.
