During the meeting, residents were provided with a detailed explanation of the meaning and importance of the fourth-level budget. It is an effective tool that enables rural residents to directly participate in the development of their community. The village budget is not formed solely from top-down allocations — public opinion is taken into account in both its formation and expenditure.

The meeting covered the role of the local community, budget planning, setting priority areas, and mechanisms for the efficient use of funds. Residents learned that taxes collected within the village are allocated to its development, which encourages greater civic engagement in monitoring the effective use of resources. Participants also shared their proposals and raised pressing issues related to village development.

The fourth-level budget represents a balance between responsibility and opportunity. Every active citizen can contribute to the future of their village.
