Civil Alliance of Kazakhstan
The next meeting of the Working Group on Improving Legislation on Non-Governmental Organizations was held online. The meeting focused on the draft law on NGOs.
The draft law provides for a number of important changes, including clarification of key concepts, regulation of social guarantees for NGO employees, improvement of state support mechanisms, development of cooperation between the state and non-governmental organizations, and digitalization of the sector.
The Working Group includes representatives of civil society organizations, the human rights and expert communities, as well as the non-governmental sector.
Previously, the draft law was discussed at 20 regional civil forums and at a special panel session held as part of the 12th Civil Forum of Kazakhstan. The draft law was also submitted for public discussion on the “Open NLA” portal.
On September 3 this year, the concept of the draft law was approved at a meeting of the Interdepartmental Commission on Legislative Drafting.
The development of the new law is being carried out in accordance with the instruction given by the Head of State at the meeting of the National Kurultai on March 14, 2025.
