Regional Updates

In Taldykorgan, activities were held on environmental volunteering, the protection of water bodies, social cohesion, and the development of volunteer initiatives.

In Shymkent and Kyzylorda, consultations, training sessions, and discussion platforms were organized for NGO representatives and citizens on civil society, media, and the state social order.

In Semey, seedlings were planted as part of the “Taza Kazakhstan” initiative, and a meeting was held on the topic of “Adal Azamat.” In Ust-Kamenogorsk, participants discussed environmental education, protection of labor rights, and public dialogue.

In Pavlodar and Karaganda Regions, as well as in Turkistan, Almaty, and Ekibastuz, social, educational, and expert activities aimed at supporting civic initiatives and developing local communities were held.

Legislative Initiatives

Kazakhstani NGOs continue to actively discuss the draft law on non-governmental organizations. In particular, the “ADAL AQQÝ” and “BAQYTTY SHANYRAQ” Public Foundations prepared proposals to improve the legislation of the Republic of Kazakhstan concerning support for NGOs operating in the interests of socially vulnerable groups.

One of the proposals is to establish a mechanism for state funding of socially oriented NGOs through:

  • provision of the state social order;
  • subsidizing employee remuneration costs;
  • allocation of targeted grants to support the organization’s activities;
  • reimbursement of expenses related to the provision of social services to the population.

The NGO proposals will be considered within the framework of the Working Group established under the Ministry of Culture and Information of the Republic of Kazakhstan.
