Regional Updates
In Taldykorgan, an excursion to the spiritual and cultural sites of Turkistan, a round table on public participation in the protection of water bodies, and monitoring of social service centers were held.
In Shymkent, an Open Day, meetings, and consultation events providing free legal assistance were organized for NGOs and citizens.
In Akmola Region, a workshop on developing environmental awareness was held. In Kostanay, an eco-tour to sacred sites was organized, while in Ust-Kamenogorsk, the rights and responsibilities of convicted persons within the framework of formal and administrative supervision were discussed.
In Kokshetau, a presentation of projects implemented by rural NGOs was held, while in Turkistan, an event dedicated to the International Day of Older Persons was organized.
Legislative Initiatives
Over the past several months, Kazakhstan’s social legislation has undergone significant changes and amendments. In particular, NGOs working with certain socially vulnerable groups should be aware that, from January 1, 2027, provisions regulating the allocation of budget funds for relocation subsidies, reimbursement of housing rental expenses, compensation for utility costs, and economic mobility certificates will come into effect.
In addition, from January 1, 2027, the Social Code will be supplemented with Article 24-1, providing for the creation of an integrated support module for children with disabilities and children at risk. For NGOs working with families, children with disabilities, and children at risk, this creates opportunities for more systematic cooperation with government institutions.
Analytics and Statistics
As part of the “ҰСТАНЫМ” Discussion Club, a meeting was held on the topic “Халық Кеңесі: A Format for Civic Participation in Kazakhstan’s New Political Architecture.” More than 80 people took part in the discussion, including NGO representatives, leaders of Civil Alliances at all levels, experts, and youth organizations.
Following the discussion, recommendations were developed for government bodies and NGOs. Key proposals included systematic interaction between Халық Кеңесі and civil society institutions, the development of transparent mechanisms for reviewing public initiatives, digital feedback tools, and stronger ties with the regions.
NGOs were encouraged to move more actively from identifying problems to developing professionally grounded initiatives, strengthen the competencies of civic leaders, make use of the experience of Public Councils, and expand the participation of youth and regional organizations in developing public solutions.
