Project Description
In 2025, the Civil Alliance of Kazakhstan implemented a project aimed at strengthening the institution of Public Councils, enhancing the professional capacity of their members, and developing mechanisms for public oversight. The project covered national, regional, and district levels, combining offline and online training formats, dialogue platforms, information support, and the development of digital infrastructure.
A key event of the project was the IV Republican Majilis of Public Councils, held on October 15, 2025, in Astana, which gathered over 234 representatives from all 20 regions of the country. The Majilis included a plenary session and three thematic sections, and a collection of best practices of Public Council activities was prepared.
An important focus of the project was training. One-day seminars for chairpersons, members, and secretaries of Public Councils were held in both offline and online formats, covering a total of 160 participants. Additionally, a three-month online program from July to October 2025 involved 3,006 Public Council members at all levels. The training focused on developing legal, organizational, and analytical competencies necessary for effective council work.
Special attention was given to developing Kazkenes.kz as a unified informational and methodological platform. The portal was continuously updated with news, case studies, normative and educational materials. In 2025, a total of 648 materials were published on the portal. A Telegram chat-bot was also developed to facilitate interaction between citizens and Public Councils and the submission of requests.
The project was supported by an active information campaign on social networks and digital platforms. A total of 84 publications were prepared, reaching an audience of over 69,000 views. This increased transparency of Public Council activities, improved public awareness, and expanded public interest in oversight issues.

As a result, professional competencies of Public Council members were strengthened, interregional connections expanded, coordination between councils at different levels improved, and a more sustainable foundation for the further development of public participation in Kazakhstan was established.
